plastering over cracked brown coat?

HI I have started removing plastic tile in my kitchen, and the brown coat is exposed. I would like to replace the skim coat but there are cracks (see link below) in the brown coat. Do I have to replace the brown coat as well?

| It really depends on if the cracks are 'active' and moving, or are settlement/drying cracks. I would probably skim it and wait and see. |
