Killing electric outlet behind cabinet

We’re removing an old trash compactor and replacing with a trash cabinet. We know the existing outlet (behind the compactor) cannot be left intact as it will not be accessible - do all wires need to be removed entirely from the box or is it enough to remove the receptacle and screw wire nuts onto the wires before installing a blank?

    As long as the b look and plate is accessible (obviously with removing the trash can etc) then it’s fine to wire nut it and put a blank plate on it.

    So if the trash can cabinet will cover the outlet (it’s a regular base cabinet, just with a trash roll-out accessory), remove all wires?

    Or cut an opening in the back of the new cabinet to allow access to the electrical box?
