VERY very bizzare upstairs neighbor

Hello,

I have lived in a few apartments before, and I understand there are always sounds coming from the upstairs neighbors. The sounds I am hearing are so bizarre from my upstairs neighbor. At first when they moved on it sounded like there were building furniture then I noticed I kept hearing these sounds MONTHS later. I have come to the conclusion there are a complete mental case, making drugs/possibly a meth lab, or some kind of ocd problem. So there's a person that lives upstairs that doesn't work and there's no way they're working from home because I hear them walk back and forth through there apartment about 700 times a day. They're constantly doing their laundry for 8 hours everyday and I hear these crazy furniture dragging sounds that sound like they are taking a dresser or some large furniture and just pressing it very violently across the floor. (That is the best way to describe it, it is the most disturbing sound.) Sometimes they wont make these strange sounds, and other times I will hear it every 10 minutes. The sound also sometimes can get very loud and is only coming from one room in the apartment. Also there is only one guy who comes to visit and only stays briefly and leaves right away, he came to visit when they first moved in. I notice weird smells coming from there apartment too either a burning, kind of chemical smell or a cat liter smell. The tenant that lives on the other side informs that he hears the weird sounds too and apparently hears some weird drilling/grinding sound on his side. Another thing I noticed is whatever they're doing up there, they seem very focused and determined like they're doing something important..kind of strange. I also have found out they lied from the landlord about what kind of job they had when they moved in( They didn't really have a job) They also NEVER leave the apartment more than an hour, they always run back after like they are hiding something up there. What would you do in my situation? Does it sound suspicious? I'm pretty freaked out and have no clue whats going on.

    If it were me, I would report it. If your wrong and it’s nothing, it’s nothing no harm done. But unfortunately nowadays sadly all of us need to be more diligent and your neighbor has also said similar. I would call the police and tell them just what you said and tell them you want to remain anonymous and then say you have done your duty.

    Have you contacted your landlord or super?? That would be my first step, never assume what you think they are doing up there, that could come back and bite you, especially if your telling the other tenant what you think, if he goes back and tells them what your saying about them gives them ammo to report you for slander. Be very careful what you say about others !!!

    You have the right to peace and quiet in your home. I would contact the landlord and if they can’t or won’t do anything, I’d call the police. If there was a loud party going on upstairs, I’m sure someone would call the police. Why not now in this case.

    When you mentioned cat litter smell I was reminded of a home in our old neighborhood. It was raided for being a meth lab — it smelled heavily of cat urine. Apparently, meth production smells like that. The other stuff you mention is highly weird and worrisome. I’d call the police, but really I’d just move if it’s at all possible. So sorry you’re going through this. I’m sensitive to noise and smells and well, anything. It’s terrible to live like that in your own home. I hope you get an answer and some relief.

    I found out from the landlord they are getting evicted, which hopefully doesn't take long. Now I'm not sure if I should call the cops because what if it prolongs the eviction..I also realized the moving furniture sound, is actually some kind of grinder/drill that sounds like its on table of a table that is so loud the table is actually moving. She was making the sounds last night at like 11:30..Also for some reason my eyes keep burning in the apartment and I notice I feel sick a lot in the apartment and my friend throws up when he comes here and says it doesn't happen anywhere else.

    Depends on each state law. Eviction can take a pretty long time. In fact, calling the police may even speed things up. Talk with your neighbors and see if anyone else is getting sick. If so, call the police and ask for guidance.

    There are tenants in my complex that are getting evicted, it's already been 3 months and they are still here sadly, from what I hear their time runs out the end of May when the sheriffs office will come and put their possessions out on the road and padlock their door. So be patient and then pray the next tenants are good ones, it could go from bad to worse. Good Luck, buy a good pair of ear plugs..

    That sounds like strange behavior to me, not just unruly tenants. I would think something like this is worth reporting. It could be nothing but think it does sound odd.

    I tried to do a lot of research on this topic. I actually heard them moving some of their furniture yesterday so I'm guessing they're leaving soon. I can't figure out if a meth lab would use a pill press? The very loud grinding sound sounds like it could be a pill press, I am also hearing this very bizarre "thumping" noise I guess I would explain it as, I have no clue what it is it just shakes my entire apartment. I have also noticed i have NEVER seen a light on in their apartment, its a house so its very obvious if there are lights on or not. Never a light or a tv even though they barely leave the apartment is very odd.

    You really should report this right away even if they are moving. They will not know it is you that have called the police anonymously. You should tell them what you have told us.

    Meth lab ground up Sudafed tablets part of home lab. I would call police cause labs r fire hazards. They can and often explode you r all potential danger. Been er nurse for years sadly I know to much about drug culture.l

    Sounds like a laundry mat next door here, no laundry hook ups. She leaves the apartment and leaves laundry mat going. It sounds like wringer cycle now. No one to tell. Management think she's an absolute angel. No police can't do anything till after 10p. I'm bedridden sick and have to live in a disturbing apartment, doesn't help to move.

    A building code for builders to go by, to make apartments with some sound barriers.

    These disturbing people fake going to work!

    I'm tired of the laundry mat next door. They know someone at the office. It seems all these apartments are corrupt. Help!

    1am. The man upstairs woke me again with his stomping type of walking. He spends a few minutes above my head, then he stomps to the kitchen area and I hear a ticking-grinding-turning sound. I see pinhole lights on my ceiling through binoculars. Then I hear a liquid slow dripping on my head and pillow. It itches. I've had neurological problems, memory loss, migraines. Notified complex local management, off-site management, Sheriff's Department, FBI Tipsters, City Bldg enforcement, to no avail. Moving isn't an option and the next tenants will have same problem. Rent is at $1,600. mo for a 1 bed with Affordable Housing Program and $3,300 for a 2 bed without the program.

    My eyes are burning too. I paralyzed by all this machine noise it's ruining my life. I did just call office and they never had a complaint before. So see it does no good to call office. I thought there was like a drug task force. I think these pirates have police protection and police escort. It's bad There's a sheriff vehicle at a house on the street?? That lives there. I was walking about 6am and the sheriff car seemed to be coming home from graveyard work but who knows.

    They have vibrating devices shoot it in my apartment from outside. Maybe a stun gun but I just had strong vibrating through my floor under my feet. They're doing now. It's Friday night and they're home running washers.

    These two apartments just moved in but I'm sure the pirate that just moved out just went to another apartment and these just came from another apartment. They switch out apartment. Office doesn't come around. The office people move from apartment manager to another apartment manager apartment job.

    I have over 1800 sound recordings (over 200 days) of same sounds in the same pattern. First heavy barrels and often cylinders (propane) being positioned around their room. Then one by one, they are dropped and repositioned (jostled) then screws (or pills) are dropped. Then some type of tension straps (bungie chords) are dropped on ground (making metallic sound like the hook parts) then tools dropped. Then running water (like a half cup) then sounds of glass bottles clanking. Then this rude neighbor (right above me) starts hacking and wheezing like he can't breath. There are often sounds of a rolling pin over gravel or pills sound.


    Then the sound of a heavy duty, slow RPM Mixer like for cement with crushing gravel sounds that seem to smooth out as the material is finely crushed. Every so often, sounds of hammering and drilling and sawing.


    This goes on night after night. Tenants is known long time Meth Addict (since 2003) and has been convicted of Felony Assault and Witness Tampering. He used to storm onto our floor (for months) threatening us to stop banging on water pipes with a hammer (we told him it was water pressure which was recently fixed).


    When security tells him to quiet down at 3am, after they leave he uses hammer to bang super loud on his floor (my ceiling) yelling profanity and threats at me for Complaining.


    Have contacted Management, Police, DEA and am now going to Building Inspection Dept. for using residence for unknown Commercial or Industrial or Laboratorial Use in violation of Residential Lease and CA Civil Code 3479 for being a continual Nuisance -- making excessive noise during Non-Quiet and Quiet Times and for making ongoing threats and Intentional Infliction of Pain and Suffering (making more noise after each complaint or request by desk clerks and security guards).

    Honestly, I went from being a victim into being a warrior on the offensive. I've got the recording down to a automated process. It is about 10 recordings per day, translated into about 180 days or 180 violations of being a Private and Public Nuisance. One lady in small claims court got about $20 per day against the offending tenant.


    A hobby would be something I go do because I want to. This is a nuisance that does not stop day or night.


    Without overwhelming evidence its hard to make a case stick and get rid of the nuisance, which is basically ruining my life due to severe sleep deprivation.


    Plus with lax management you have to have overwhelming evidence to motivate them or go after them as well, for not enforcing material lease obligations, such as taking action against tenants who disturb other tenants on a daily basis.

    I live in Perth Australia in an area of the inner city that has become colonized by people manufacturing meth over time and little can be done about it.

    Good luck those experiencing similar or worse problems regardless of place. This problem is increasing escalating as easy money and greed and corruptive practices prevent solutions.

    SRO Hotels in San Francisco -- City Policies and Property Management "Processes" act Contrary to State Law to do with "Right to Quiet Enjoyment" of one's Tenancy and State & City Laws to do with "Nuisances".

    Allowing an Offensive Tenant (as in my case) to cause Excessive Noise on 900 days over three years is sheer torture and causes acute Sleep Deprivation. Ongoing Nuisances affect the mental and physical health of Tenants who live near such a Nuisance.


    Nuisance makers are able to remain in their Unit while a long series of actions and hearings are taken over time enabling the Nuisance to continue to annoy, threaten and make noise which cause ongoing pain and suffering for all tenants being disaffected by the offending Tenant. It's a nightmare!


    I filed 66+ Written Complaints with USB Drive with hundreds of audio recordings over a Sampling of Incidents of 66 Days over past year. Despite verbal and written requests to the on site Manager for Caritas Housing Management, they have not even given me a Required Receipt for the Complaints filed !!!


    Upon Serious Complaints of Ongoing Nuisances should be removed to prevent further harm to others who wish to live in peace. Nuisances should be living in a safe place, where it's okay to make noises all night long, not to remain in a stable community building where others need peace and quiet for health, life and recovery needs.


    Application of current City & Management policies and procedures will cause more harm, cost more money for emergency (medical and police services) and likely cause a decrease in the health, quality of life and longevity or communities in all our SRO and Housing sites.


    Spend the money and move the Excessive Noisemakers and Violent Folks into places that can handle them until they are able to become civil and reasonable enough to live in peaceful, semi-stable communities such as our pre-existing SRO Hotels and housing facilities. Spend the money up front instead of creating more costs and harm to our low income residents all over the City.


    In the past 3 years (since Mayor London Breed's "homeless sweeps before Covid) I've seen the dramatic increase of meth use (fills up hallways with the stench, makes it hard to breath), threats, assaults, violence, emergency calls, fires in room, flooding floors due to sprinkler activation), police activity and death and ambulance calls. We have 20 units out of 80 that are Vacant.


    Many Tenants in the Mission District believe that the City basically forced some of the most unruly and obnoxious homeless folks into SRO Hotels, bypassing each buildings' long term "screening processes" which enabled perhaps 4 or 5 very bad Tenants (violent) to get into every SRO Hotel in the Mission, who are causing Sleep Deprivation to hundreds or more Tenants in every building!!


    Sleep Deprivation caused by City Policy and Building Management Processes, which ignore the suffering Tenants and act to Protect the Offending Tenant to the detriment of Tenants causing no harm, who just seek the Peace and Quiet Enjoyment of the Unit, at all times, as stated in their leases and the law.


    City Policies that protect and prolong Nuisances are causing more harm than good. They violate the right of every Tenant to be free from violent nuisances that make noise day and night, as a habit. Often fueled by excessive use of Alcohol and Drugs like meth.


    The City must find a way to segregate folks who, as they are, can not live in civil and stable SRO and other housing communities. Later, give them the treatment they need to heal and live a more social and reasonable ways to re-integrate them into "regular" housing communities.

    I'm having the same issue as you right now at Canyon Rim Apartments. My top-floor neighbor has been drilling a hole in my ceiling and wheezing loudly as if she has a cat hair ball her son come in once a month.
